Clarification on the Blog Post Prize

The Rules state conflicting things about how many and how the Blog Post Prize will be judged and awarded:

Section 4, under "Blog Post Bonus Prize Submission Requirements"
the second nested bullet point states: "The first 100 eligible posts will receive a Blog Post Bonus Prize."

Section 6, under "Blog Post Bonus Prize Judging Criteria"
"The first 60 Eligible Bonus Blog Posts will be evaluated based on completeness and potential impact ..."

I have two questions that we'd like clarification on:
1. How many blog post winners can there be? 60 or 100? (This may have been mis-copied from the feedback awards, which are said to be 60 on the Overview page list of Prizes.)
2. Are these awards issued on a first-come, first-serve basis to the first 60 or 100 submitters with a Bonus Blog Post? or are the Blog Posts judged and evaluated based on their quality?

It won't escape participants' notice that if the award is purely a race to post first, there is the strategy to just submit any old project and make a blog post to secure this prize. (I'd prefer it if there was judging of the blog posts based on merit rather than just speed.)

    Hi there,

    Thanks for participating in this hackathon ad pointing this out. At the last minute, we decided to add more prizes and I missed adding them in that section of the rules. There are 100 blog post bonus prizes. In order to be eligible, they must meet the criteria outlined and the first 100 eligible will win the prizes.
