I have hit an error ValidationException Operation not allowed

I have this error whether using Bedrock playground or an actual API call.
I have checked the quota tab to see all my quotas are 0. Is this the issue why I can't integrate with Nova API after generate API key for it?

  I am also experiencing both as well.
  Despite having policy and access keys setup up, even playground keep running the error.
  Notice that in Amazon Bedrock > Discover > Model catalog, I can not even enable models, and no easy or clear documentation to how to enable models.
